On November 5, 2017, Shandong Xinma Distillery co.,Ltd organized related personnel to establish an acceptance team, according to "Shandong Xinma Liquor Co., Ltd. 6t/h energy-saving and environmental protection coal-fired gas dual-use steam boiler replacement project completion of environmental protection acceptance monitoring "Report" and the "Interim Measures for Acceptance of Environmental Protection for Construction Projects", strictly comply with the relevant national laws and regulations, the environmental protection acceptance technical specifications for construction projects, the environmental impact assessment report (table) of the project, and the examination and approval department's approval decision, etc. Acceptance and acceptance, forming the following acceptance opinions:

I. Basic conditions of project construction

(I) Construction site, scale, main construction content

Shandong Xinma Liquor Co., Ltd. 6t/h energy-saving and environment-friendly coal-fired gas dual-purpose steam boiler replacement project is located at No. 158, Gongqingtuan Road, Gudao District, Dongying City, Shandong Province, and is located in the north of the project. In the south, it is the Yellow River King Winery in Shandong, and the east is vacant land. The main project includes boiler room and so on. In this project, one 6t/h natural gas steam boiler was used instead of the existing one 6t/h coal-fired gas dual-purpose steam boiler, and the original boiler was removed. The project equipment is in place and is currently in the trial production stage. The project covers an area of ​​5000m2, a total investment of 450,000 yuan, and an environmental protection investment of 50,000 yuan, accounting for 11.11% of the total investment.

(II) Construction Process and Environmental Protection Approval

In October 2017, Ningxia Zhicheng Anhuan Technology Consulting Co., Ltd. was responsible for the preparation of the "Environmental Impact Assessment Report for 6t/h Energy-saving and Environment-friendly Coal-fired Gas Dual-use Steam Boiler Substitution Project of Shandong Xinma Distillery co.,Ltd"; October 25, 2017 On the Environmental Impact Report Form of the Alternative Project of 6t/h Energy-saving and Environment-friendly Coal-fired Gas Dual-use Steam Boiler of Shandong Xinma Liquor Co., Ltd. of Dongying City Environmental Protection Bureau, Hekou Branch "Reply" approved the report form.

(III) Investment

The total investment of the project is 450,000 yuan, and environmental protection investment is 50,000 yuan, accounting for 11.11% of the total investment.

(IV) Acceptance scope

The scope of this acceptance is the evacuation of 6t/h energy-saving and environmentally friendly coal-fired gas dual-use steam boilers from Shandong Xinma Liquor Industry Co., Ltd., including gas boiler exhaust gas and noise at the plant boundary.

Second, the project changes

According to the actual site survey, the actual construction of Shandong Xinma Distillery co.,Ltd is basically consistent with the content of the environmental assessment documents and the environmental assessment.

III. Construction of Environmental Protection Facilities

(a) Wastewater

The project boiler room has 3 staff members, and the working day is 280 days. The domestic water consumption is calculated according to a fixed amount of 30 L/d·person and the domestic water consumption is 25.2 m3/a. When the pollution factor is calculated as 80%, the amount of sewage generated is about 20.16m3/a. There is a dry toilet in the factory, and employees wash waste water for spraying water and dust at the factory. The amount of discharged water in the softened water project is 2188m3/a, and the discharge volume of the new gas-fired boiler is 403m3/a, which is equivalent to the original project. There is no new sewage in the project, the original boiler waste water is used to spray water to reduce dust, and new boiler softening water equipment discharges waste water and boiler waste water is temporarily used to spray water and dust at the plant site. After the municipal pipe network is fully equipped, it is discharged into the municipal pipe network.

(b) Exhaust gas

The waste gas generated by the project is mainly the flue gas produced by the combustion of natural gas boilers. The main pollutants are particulate matter, sulfur dioxide, and nitrogen oxides. The project boiler is equipped with a low-nitrogen burner, which can reduce the amount of nitrogen oxides produced, and the flue gas passes through a row of 15m high. Pump discharge.

(III) Noise

The noise of the project mainly comes from newly added pumps, fans, gas-fired steam boilers and other equipment. The noise value is 80-90dB (A). The project adopts basic vibration isolation, vibration reduction, the use of buildings (buildings) and buildings and greening noise reduction and other measures to reduce the impact of noise on the surrounding environment.

(4) Solid Waste

The solid waste generated by the project is mainly the domestic waste produced by the employees and the waste ion exchange resin. The project has 3 labor capacity, and the amount of domestic garbage generated by employees is 0.3kg/d, and 280 days of work is carried out each year. The total amount of household garbage generated is 0.252t/a. After centralized collection, it will be handled by the environmental sanitation department. According to the “National Hazardous Waste List (2016 Edition)”, the waste ion exchange resin belongs to the non-specific industry 900-015-13 waste ion exchange resin of HW13 organic resin waste, belonging to hazardous waste, with a production volume of 0.48t/5a. Qualified units dispose of.

IV. Effect of environmental protection facilities debugging

3, plant boundary noise

During the acceptance monitoring period, the noise values ​​between the east, south, west, and north plant boundaries ranged from 52.7 to 57.2 dB(A), and the nighttime noise values ​​ranged from 43.8 to 47.8 dB(A), which satisfies the environmental noise of industrial enterprises "Emission Standard" (GB12348-2008) Category 2 acoustic environment functional area limit requirements.
